About the Presentation:
As the Baltimore & Ohio (B&O) Railroad approaches the 200th anniversary of its founding, this presentation will explore the origins and engineering significance of America’s first commercial railroad. Born in Baltimore, the B&O transformed transportation and helped shape the nation’s infrastructure network.The discussion will highlight ongoing efforts to recognize the B&O Railroad as an ASCE Civil Engineering Landmark, honoring not just individual structures, but the entire system as a transformative civil engineering achievement that advanced surveying, alignment design, bridge construction, and large-scale infrastructure delivery in the United States.
The program will also celebrate Maryland’s “first family” of civil engineers - the Shrivers of Union Mills whose contributions spanned early turnpikes, the National Road, canal surveys, and leadership within the B&O engineering corps. Their work reflects the pioneering spirit that defined early American infrastructure. The evening will conclude with a look toward the future, including current restoration and renovation efforts at the B&O Railroad Museum.

About the Speakers:
Michael O'Connor - MDTA
With more than five decades of experience in engineering, construction, and project management, Michael OConnor has built a distinguished career spanning both the public and private sectors, as well as academia. His career has focused on advancing project management, risk management, procurement, and engineering programs supporting large-scale transportation and infrastructure initiatives. He has received a Masters of Science Civil Engineering from San Jose State University.
William Parks, P.E. - Retired, MTA
William A. Parks’ experience spans structural, track, bridge, and geotechnical engineering, including serving as Project Director in Structural and Track Engineering at the Maryland Transit Administration (1984–2019), as well as roles at Wilson T. Ballard Co. and Chesapeake Drilling Co. He is actively involved in professional organizations, including the American Society of Civil Engineers (Chair, History & Heritage), and has served as Past President of the Washington Area Railway Engineering Society, with additional contributions to the Transportation Research Board and Morgan State University’s Railway Engineering Advisory Board.He holds a B.S. from the Frank Batten School of Engineering and Technology at Old Dominion University and has completed graduate studies in Engineering at Johns Hopkins University.

About the Presentation:
The Chief Engineer for the MAA will brief the attendees on the billion dollar Terminal Modernization Plan (TMP), twenty years in the making, with a review of key projects completed to date as well as those presently in design, including the multi-hundred million dollar C/D Connector, Air Traffic Control Tower, Airport Operations Center and Baggage Handling System Project. He will touch upon the highlights and key features of projects completed on Concourses A thru E as well as project(s) in the pipeline to be completed between now and 2032.
About the Speaker:
Mr. Shank has served as Chief Engineer at the Maryland Aviation Administration (MAA) for over two decades, where he leads the planning, design, and construction of multi-billion-dollar capital improvement and system preservation programs at Baltimore/Washington International Thurgood Marshall Airport and Martin State Airport. He oversees multiple divisions, including Engineering and Construction, Planning and Environmental Services, Environmental Compliance and Sustainability, Architecture, and Geospatial & Asset Management. With more than 50 years of experience in airport and transportation development, his work spans major projects across the United States and internationally, earning numerous industry and governmental awards under his leadership. A licensed Professional Engineer and Certified Member of the American Association of Airport Executives, he is also a recipient of the AASHTO President’s Transportation Award for Aviation and the FAA’s Henry “O” Award. A graduate of the University of Maryland’s Glenn L. Martin School of Engineering, Mr. Shank is also a commercial pilot, flight instructor, and aircraft owner, reflecting his lifelong passion for aviation.
The ASCE Maryland Section has released the Maryland Infrastructure Report Card! The grades for 13 categories, as well as the overall grade for the state, are now available for review. We thank the entire Committee who worked hard to create the new Report Card, as well as ASCE staff, ASCE leaders Rachel Sangree, Sarah Taylor, and Alyssa Sooklal, and our event speakers Kishia Powell (General Manager/CEO of WSSCWater), and Luigi Rosa (Amtrak AVP B&P Tunnel Project). Local ASCE MD representatives attended this year's Multi-Region Leadership Conference in Jacksonville, Florida.
Our local section received the History & Heritage Citation award for 2025. Thank you to Bill Parks and the rest of the History & Heritage Committee for their continued hard work to showcase and honor our local engineering history.
